Common Core’s Big Brother STEM

When George Bush left office NASA under law was directed to return to the moon. That policy changed with the Election of Obama.

While the idea of STEM education for the country might have been a sound one, it has been transformed into a monster with tenacles in way too many departments.

Stem crisscrossed into so many agencies. National Science Foundation

It is the only American federal agency whose mission includes support for all fields of fundamental science and engineering, except for medical sciences

Department of Homeland security (DHS) has its own functional definition used for immigration policy

STEM generally supports broadening the study of engineering within each of the other subjects, and beginning engineering at younger grades, even elementary school. It also brings STEM education to all students rather than only the gifted programs.

The Department of Commerce

In 2014, the U.S. federal government plans to spend $3 billion on STEM education programs through a variety of federal agencies

Now to bring the focus of my blog back to destruction of NASA as we know it.

Why aren’t we going to the moon anymore?

That policy changed with the Election of Obama. Why should we be surprised? When running for Election he clearly stated his goals for Eduction and NASA.

Obama unveils $18B education plan  11/21/2007

So the Obama Plan is to cut NASA, and put the cash into STEM.

 Obama Unveil NASA ‘vision” speech

Obama said that his program would create 2,500 more jobs than Constellation would have — though that number was never clear. He also would spend $1.9 billion over five years to modernize the aging spaceport — and has given a federal agency task force an Aug. 15 deadline to set up a $40 million job transition plan for KSC workers.

Before his speech, Obama toured the nearby launch facility of the California-based SpaceX company. SpaceX expects to test its Falcon 9 rocket — capable of carrying cargo to the International Space Station — in the coming weeks.

Its founder, internet tycoon Elon Musk, has pushed Washington to have NASA rely more on commercial rockets — a centerpiece of Obama’s plan.

Obama would have NASA use commercial rocket companies to resupply the International Space Station with crew and cargo. The rockets could include existing Delta IV and Atlas V rockets as well as new spacecraft being designed and built by SpaceX and Orbital Sciences Corp.

Obama left KSC for a South Florida fundraiser as NASA officials, aerospace executives and other space experts talked about how to implement his plan.

Contamination Failure sums up the return of the Dragon from the ISS.

Contamination is the presence of a minor and unwanted constituent in a material.

In this Dragon Return mission the Contamination is again sea water.

“significant amount of water” was found inside the SpaceX Dragon cargo ship after it came back to Earth from the International Space Station on Sunday, raising concerns the commercial cargo capsule leaked after splashdown.”

“Hartman said it was too early to speculate on whether the intrusion would affect future Dragon missions. The company plans to launch the fourth of its round-trip resupply missions to the station in August or early September under the terms of its $1.6 billion, 12-flight agreement with NASA reached in late 2008. The NASA contract extends through 2016.”

More on the story.

Follow the SpaceX Money

In the Watergate days a term was coined “Follow the money”

This blog post deals with NASA, national defense satellite launches, maybe even taking advantage of the current problems of Ukraine.

Questions need answers: Consistence, or a cleverly orchestrated plan? Way to many actions that are happening are in need of investigation.

Elon Musk is suing the US government in the form of the US Air Force. He wants to use his SpaceX rocket to launch our most important Spy and National defense Satellites.

“Shelton also reminded SpaceX that the Air Force is pouring $60 million and have put 100 people to work to see if they can certify Musk’s Falcon 9 rocket as safe and reliable enough to carry the “precious” and very expensive national security satellites into orbit.”

The latest filing of this lawsuit continues to make claims dealing with the Russian engine the RD-180.
Another blog will cover the chronology of the RD-180.

This blog will deal with the $$ spent to undermine the use of this engine with Elon Musk’s competitor ULA.

Some general questions are in order in the time.  Should we be taking advantage of the problems in Ukraine ?  When the nation needs all its intelligence assets, should anyone try and prevent rocket launches made in the National interest, and the nations defense?
Read fully the lawsuit and come to your own conclusions.

The good news May 18th 2014 SpaceX successfully returned the dragon mission to earth.

SpaceX-3 Mission To Return Dragon’s Share of Space Station Science

April launches bring May research returns. While the splashdown of SpaceX’s Dragon spacecraft on May 18 will conclude the company’s third contracted resupply mission to the International Space Station, it also serves as a high point for the scientists who have investigations returning to Earth who are eager to complete their analyses.

When the Dragon spacecraft splashes down in the Pacific Ocean, it will carry with it more than 1,600 pounds of scientific supplies. These supplies include samples from biology, biotechnology and physical science investigations, as well as human research.

While on the face of it this is good news, when you peel back the hype things look less encouraging.

“While some of this data can be obtained by on orbit analysis, many analysis techniques have not been miniaturized or modified to allow them to be performed on orbit, which means sample return is the only way to obtain this data,” said Marybeth Edeen, space station research integration office deputy manager at NASA’s Johnson Space Center in Houston.

The last few missions landing on water had some major problems.  Water leaked into various areas of the prior Dragon design.   We don’t know all the facts. NASA is in a very bad position having only the SpaceX dragon contracted for downmass or return of science from the ISS.

The Dragon in this mission is the redesigned, and upgraded version. In prior Dragon returns, the power to maintain the freezers of bio science failed. Some water also go other sealed sections. Was the very expensive science damaged?  Only an investigation into the program would bring the facts to the public.

But the major problem with the service SpaceX is giving the US taxpayer;  It’s too little too late.  CRX-3 was  even on a deferred schedule.  The mission should have launched, and returned in the fall of 2013.  The science should have been in our earthly hands in August or September of 2013.

So Elon Musk’s company SpaceX spins how great this launch, and return are for NASA, and the taxpayers.  Launching and retuning in the April-May 2014 can’t be considered a success.  Overlooking all the problems launching, and returning its just not good enough!  One return of Dragon to earth just doesn’t come near to replacing the amount of cargo that could be returned on the Space Shuttle.

The taxpayers are NOT saving money as the science being done on the ISS is sitting in storage in orbit.  The program is a failure.  2014 started out with 3 SpaceX launches scheduled for NASA.  It doesn’t look to be getting any better in the near future.   SpaceX ran into another launch problem with the Orbcomm OG2 mission in the last few weeks.  A high pressure helium tank failed inside the launcher.    CRX-4 is on the NASA schedule to launch in August 2014 but that might not happen anywhere near this time.

On the SpaceX schedule of launches,  3 commercial satellite are lined up before NASA’s much needed launch.  In the past NASA has been tolerant of SpaceX but there is a contract, so who comes first?

Epic Fail Obama’s Commercial Crew Program

The policy Part 1
President Tours SpaceX Facility
President Barack Obama tours the commercial rocket processing facility of Space Exploration Technologies, known as SpaceX, along with Elon Musk, SpaceX CEO at Cape Canaveral Air Force Station, Cape Canaveral, Fla. on Thursday, April 15, 2010. Obama also visited the NASA Kennedy Space Center to deliver remarks on the bold new course the administration is charting to maintain U.S. leadership in human space flight.

While we don’t have a transcript of the conversation that took place that day. We do know Elon Musk an avid Obama Policy supporter via his SpaceX Pac. We do know in written testomony submitted before congress Mr Musk’s thinking. The service his firm,  SpaceX would provide NASA.

As a result of the commonality between the cargo and crew versions of Dragon, many of the critical components of the Dragon crew transportation system are already operational and flight-proven. Other systems for crew accommodation require some development, but the only major development is for the launch abort system. This commonality enables SpaceX to plan for crew demonstration flights in 2014, with a rapid transition to operational capability.

Since the launch of Obama’s Commercial Crew, its undergone many revisions just as many other programs within NASA. The Orion capsule was sold as a backup to Commercial crew.
Laying out his plans, President Obama committed NASA to a series of development milestones he said would lead to new spacecraft for astronauts to ride to the International Space Station, a modified Orion capsule developed as an emergency return spacecraft,
Noting the success of the agency’s development of the Orion crew capsule, Obama called on NASA to develop a version of that spacecraft so it can be launched without a crew to the International Space Station. It will be based there as an emergency craft for astronauts living on the orbiting laboratory.
Earth orbit (LEO) and the International Space Station (ISS). As NASA retired the Space Shuttle, the ability of private industry to take on the task of providing routine access to space was of vital importance.
Under current US law, Orion is continues its role as a backup to Commercial Crew. But this is only on paper! A paper law with no teeth in it, and sadly no congressional oversight to make sure its followed. The factual Orion program design was changed. Orion design was changed from a LEO (Low Earth Orbit) design to a BEO (Beyond earth orbit) ONLY design. The Orion of today can’t dock with the ISS as a backup to commercial crew. That’s only one of many problems with this program.

Sadly, Commercial crew was designed to fail from the beginning. Your other choice would be to buy into the thinking,  and believe the SpaceX to plan for crew demonstration flights in 2014, with a rapid transition to operational capability.
The GAO layed it all out.
The USA would purchase seats from Russia on Soyuz after the Space shuttle retirement.

As a result, NASA could become dependent on one contractor for developing and providing launch services to the space station.

The overall schedule for the Commercial Crew Program is aggressive and leaves little room for any potential delays. NASA’s planned approach relies on contractors to be in a position to provide transportation services for crew beginning in 2016. NASA has contracted for seats on the Russian Soyuz vehicle for the crew services it requires through early 2016. Under its current acquisition approach, NASA plans to procure seats for crew transportation to the International Space Station from the private sector through 2020, when the space station is expected to be retired. If the schedule slips too far beyond 2016 and NASA has not effectively developed a contingency plan, NASA risks spending billions on a commercial crew program that could only be needed to support the space station for the few years remaining until its current planned end of operations in 2020.

In addition, if NASA’s efforts at stimulating a U.S. commercial space transportation industry do not progress as planned, the U.S. capability gap will lengthen and will result in the need for a contingency approach of relying on the Russian Soyuz vehicle to transport crew to the space station. The decision to purchase seats on the Soyuz vehicle will likely be required, however, long before NASA has confidence that its commercial efforts will or will not succeed, as the lead time for acquiring additional Soyuz seats is 3 years. Specifically, NASA will likely need to decide by the end of 2013 whether to purchase additional seats.

Failure We purchased more Soyuz seats.
The Obama administration has to skirt the law to make this happen according to GAO.

In addition, the issue of purchasing seats on the Soyuz vehicle is further complicated by restrictions contained in the Iran, North Korea, and Syria Non-proliferation Act (INKSNA).22 These restrictions prohibit NASA from making certain payments to Russia in connection with the International Space Station unless the President determines that Russia is taking steps to prevent proliferation to those countries. NASA received a statutory exemption from this restriction in 2006 and an extension of the exemption in 2008, which has allowed it to continue to purchase seats on the Russian Soyuz vehicle; however, the current exemption expires in 2016.23

Today we find Obama lost his gamble, and the time has come to pay up. This will be done with more taxpayer dollars of course.

Congress Demands Answers from NASA Concerning Russian Space Eviction.

“To better understand the potential implications of these comments, the Congressmen request a briefing from NASA on the current state of international negotiations related to the proposed extension of the ISS beyond 2020. They also request a list of all critical components, services, or capabilities that Russia provides that are necessary for the continued operation of the ISS beyond 2020.”

The Congressional Letter:

Acting directly under Obama; Mr. Bolden NASA Administrator has a new program to save the day. He will sell this program for more money out of Congress.

Now the Commercial Crew program is being changed over to a Lifeboat. May 1 2014

Russia targets ISS

The policy Part 1.2

Russia targets space station project.

Deputy Prime Minister Dmitry Rogozin said Moscow would reject a U.S. request to prolong the orbiting station’s use beyond 2020.

Washington wants to keep the $100 billion, 15 nation space station project in use until at least 2024, four years beyond the previous target.

Senator Nelson gives a somewhat informative speech on the floor of the Senate.  Keep in mind many of the points are taken from the Democratic Party narrative, and do support the Obama Polity.   Also note that Senator Nelson takes funds from Elon Musk’s SpaceX Pac.

On May 14, 2014, U.S. Senator Bill Nelson (D-FL) addressed the Senate floor about the state of U.S.-Russian space relations after Russian intervention in Ukraine and the U.S. imposition of sanctions.

The Taxi Service: Soyuz seats to the ISS

Why are we in this mess? A brief history

The policy Part 1

Obama kills the Space Shuttle —> Commercial Crew to bring US Astronauts to the ISS.

Our Russian partners will taxi our passengers from Russia in the In-term for a fee. The US has paid hundred of millions of tax dollars to purchase these seats into 2017.

The USA has an agreement with some of the Partners in the ISS program to provide Seats (taxi seats) to the ISS in trade for services those countries provide in support of the ISS.

The Partners refer to the International Space Station Partners agreement set up under the Clinton administration.

The ISS agreement was basically setup while the Space Shuttle was operational, with no thought about the future, or any real changes now made under the Obama administration.  The US is obligated to transport other members of the international partnership that is the ISS.

This worked very well while the shuttle was launching.  The US was building the space station. Training, and transporting the EU or Jaxa astronauts wasn’t that much of a cost in trade for the services these member nations provided for the ISS.

When the Space Shuttle Columbia disaster happened February 1, 2003  The US relied on our Russian partnership for transport keeping the ISS alive while still under construction.

George Bush make the call to replace the Shuttle after the investigation.  The Constellation program was begun.  One new small program also started to allow Commercial services assist and possibly lower the ISS operation costs.

The Obama administration comes in, and changes everything George Bush started.  This will be expanded on in further posts.

The new basic Obama plan became to finish building the ISS, and kill off the Shuttle program.  Turn the ISS into a “complete”, and operational status rather than under construction.  Therefore ISS would be focused on “Science” .

The space shuttle was very expensive, but could launch to LEO very large payloads, supplies and return them to earth.  The real gamble became shutting down the shuttle without an operational service for supplies, and crew.  The Obama administration took the small “commercial” program started by George Bush and made it policy.

The supply shipments would be contracted out to this new program called in general “Commercial”.  It’s using Contractors to replace NASA rockets.  They bring up (up mass) all the supplies to operate the ISS along with replacement parts.  Another feature of this new program, the return (down mass) of the completed sciences, along with ISS parts to be sent back to earth for for repair etc.

Couple of major problems in this new policy bet.

This new “Commercial” was not fully tested, or even operational when the Shuttle was shut down.  Frankly the program is a failure.  The ISS to this date has not adjusted to the massive loss of the cargo the Shuttle service could handle.  More on this in another post.

The second failure in the new Obama policy, was to start up a new US taxi service based on the Commercial Cargo plan. This would quickly transfer responsibility, and costs to these new contractors.  In the in term, US policy would be to purchase seats from Russia to the ISS aboard Russian Soyuz rockets.

These taxi costs in the early days would be like in the high 50-60 million dollar range.  In 2014 we are paying somewhere in the range of 71 million dollars for each astronaut taxied to the ISS on a Russian Soyuz.  Remember, we must also pay for the members of other nations per the ISS agreement.

Now we come to several items of note that most Americans would find an offensive use of their taxpayer dollars.

The Russian language has become the official language needed to work within this taxi service.

US and other international astronauts must adhere to Russian launch rules, and general customs.

One of these customs is really offensive. US astronauts stand at the altar of Lenin for the Press.  These pics were taken from one of the Soyuz pre launch videos.

Blog 1 Blog 2 Blog 3

One rule setup under the Clinton Administration written into in the ISS contract that ONLY Russian individuals can bring guns up in the Soyuz to the ISS.  Yes several guns are in the hands of the Russians.

Dear Mr. Citizen,

Thank you for contacting me to express your concerns regarding America’s space program.

For over 50 years the United States has had a longstanding commitment to manned space exploration, and NASA has played a major role in developing new technologies, promoting scientific discovery, and researching the unknowns of space. Throughout its history, our nation’s space program has exhibited many of the qualities that make America exceptional – courage, ingenuity, risk taking and an ability to accomplish what once seemed unthinkable. Space exploration speaks volumes about America, who we are as a people and as a nation.

But the agency is in a transition period, and like you, I am greatly concerned about the future of our space program and the impact the shuttle retirement has had on Florida. I believe that NASA is at its best when it has a clearly defined mission that allows the agency to advance American ingenuity and the boundaries of human discovery. It is imperative that we continue to have a robust space exploration program that will help promote America’s economic, scientific, and security interests. Without one, American superiority in space will be jeopardized, as will the benefits that this superiority provides to American businesses and communities, especially in Florida.

While I am concerned about the future of American space exploration, I am encouraged by the advancements in the commercial space industry and the commitment Florida has made to commercial space entities. NASA must continue to utilize commercial space partners for missions in low Earth orbit while it focuses on deep space exploration. Doing so will help secure American leadership in space and ensure Kennedy Space Center is a multi-user spaceport in the future.

This is why I believe that NASA must find common sense savings to help prioritize and fund space operations. The Agency currently has facilities and property which are outdated and costing the Agency billions of dollars to keep and maintain. For these reasons I introduced an amendment to the 2013 Budget Resolution which unanimously passed the Senate. My amendment encourages the Agency to reduce its infrastructure and make underutilized property available for lease to a government or private tenant. I am encouraged that this amendment passed in order to save taxpayer dollars, direct NASA on its missions and deep space activities, and promote the commercial space industry.

As a member of the Senate Committee on Commerce, Science and Transportation, which has oversight of NASA, I will continue to promote human spaceflight and work to ensure that NASA remains a meaningful institution in Florida, the United States, and around the world.

Some NASA Issues, Congressional help needed.

Some NASA Issues:

The Nations Treasure that took US to the Moon, and operated the Space shuttle. This National investment in space infrastructure is being trashed, or given away, dismantled.

The nations 100 Billion dollar program the ISS is now fully in jeopardy.

Commercial Cargo claimed a success, in truth a complete failure.

Commercial Crew taxpayer funds continue to be spent on this dry hole.

Orion & SLS programs funds spent, little to show for it.

NASA used to stand for space exploration. Today NASA space exploration funds have been diverted and are now used to promote “Climate Change”.

Very little congressional oversight, Sweetheart deals, Corruption, money spent on worthless junk science projects.

NASA Pad 39A

Sir, You have no Political Future…..

Hope that got your attn as you need to act fast, under this crisis you are deeply involved with.

You are part of a committee that oversees NASA. NASA is being dismembered as part of the Obama Administration’s plans.

NASA is a National treasure, and this destruction is taking place right in front of your eyes, and under oversight. If you seek higher office, the Nation will not forgive you for the destruction under your watch.

Our National treasure and millions upon millions of taxpayer funds were put into the development of the launch complexes at the cape. Pad 39A that launched our men to the moon and is a heritage site has been given to Elon Musk and SpaceX. This I ask you sir, to halt any destruction of this historical launch pad. If you look right now you will see the twin Pad that was used in the moon program, and the space shuttle is now just a hole in the ground.

Our historic treasure is being looted to enrich a private individual Mr. Elon Musk. When the pad is gone, its gone! Save it !!!

The fix: Fight for what is right.

1) get a congressional hold on this project

2) Put into the law Pad 39A status is a backup launch pad, until Pad 39B is up and operational and SLS is launching.

3) Since we have a Crisis with Russia, and its being used as an excuse to obtain additional taxpayer funding for more failed “commercial” programs. We also have no means to launch our men from US soil. The commercial crew program won’t become operational until 2017, and I hear it’s now 2018.
