What are NOTAMs and why must they be respected?

Not a lawyer but believe this is key.  “location that could affect the safety of the flight.“

January 19, 2017 was a very special day for launching a very special satellite

The next satellite of the U.S. Air Force’s Space Based Infrared System (SBIRS) at Lockheed Martin’s Sunnyvale, California, satellite manufacturing facility prior to its scheduled 2016 launch. SBIRS GEO Flight 3 is the latest addition to a family of satellites that delivers timely, reliable and accurate missile warning and infrared surveillance information to the President of the United States, the Secretary of Defense, combatant commanders, the intelligence community and other key decision makers.

The NOTAM’s were fully expressed per law by the authorities

This launched was scrubbed (cancelled) because the NOTAM’s were NOT respected.

This is not the first time rocket launches have been halted. One NASA Orb-3 mission for the ISS on a contracted Orbital Antares rocket had to be canceled. The launch of the Orb-3 mission was scrubbed due to safety concerns of a sailboat entering the exclusion zone less than ten minutes before launch.

NOTAM’s must be respected.
